Javad Modalal, one of the pioneers of the cement industry in Iran, with a modern vision and a strong commitment to sustainable development, decided to establish Modalal Cement Factory in 2004 (1383 in the Persian calendar). The factory was built on a 100-hectare site near the main mines along the Kermanshah–Eslamabad-e Gharb road, with the goal of meeting domestic needs and supplying demand from neighboring countries, especially Iraq
The construction of this project began in December 2007 (Azar 1386), and through precise management and continuous effort, it was completed and put into operation within 36 months. The first production line was launched in December 2010 (Azar 1389), followed by the second line in January 2011 (Dey 1389)
Modalal Cement, with two identical production lines and a daily clinker production capacity of 7,000 tons, as well as the ability to load up to 10,000 tons of cement per day in both bulk and bagged forms, has become one of the largest and most advanced cement production units in the region. The crusher of this plant is a double-rotor hammer type with a crushing capacity of 1,600 tons of raw materials per hour, manufactured by the German company (TKF).

The mixing hall is responsible for storing and mixing materials crushed by the crusher. Its structure is of an arch type with dimensions (528 meters long, 53.5 meters wide, and 30 meters high from the center of the hall) and has a storage capacity of 120,000 tons of raw materials in 4 piles. The main equipment used in this hall includes a stacker with a capacity of 2,000 tons per hour and two reclaimers with a capacity of 450 tons per hour each, which are responsible for feeding the material to the mills.
The main task of the grinding mills is to grind raw materials with the desired quality characteristics, and the resulting product enters the material silos for homogenization and storage. The mills in this factory are vertical roller mills manufactured by Polysius, Germany, with a nominal production capacity of 300 tons per hour.
It includes a preheater, a kiln, and a cooler. The preheaters of this plant are cyclone kilns with a precalciner. After passing through the cyclone and calcining, the materials are directed into the kilns for baking. Finally, the produced product, "clinker", enters the grate cooler for cooling. It should be noted that the daily production capacity of each kiln is equivalent to 3,500 clinkers, and the length and internal diameter of each kiln are respectively 70 and 4.6 meters. Its design was carried out by the German Polysius company and most of the equipment was manufactured in Iran by the personnel of the Modalal Cement Factory.
This factory has three cement ball mills with a production capacity of 160 tons per hour each, manufactured by the German company Polysius, whose task is to integrate and grind clinker and gypsum to produce cement of the highest quality in terms of grain size.
